Overview
Queensland Education and Training International (QETI) is seeking expressions of interest from CRICOS-registered vocational education and training (VET) institutions to participate in the Queensland VET teaching grant program.
The program will provide a teaching mobility fund with four grants available to public and private VET institutions in Queensland. Participants will use the grant funding to deliver a Certificate IV in Training and Assessment course to VET institution staff and government officers in one of four regions in India.
The program will provide $6875 (GST inclusive) to each participating VET institution to be administered by the institution.
Background
In 2011, the Queensland VET teaching grant program will focus on strengthening existing Queensland Government activities and initiatives in India. QETI and the VET Export Office (within the Department of Education and Training) have been negotiating for some time with the Australian Government’s Bureau of VET Cooperation for a whole of Queensland Government approach to working with India’s Ministry of Human Resource Development (MHRD). This grant program will demonstrate to India’s MHRD that Queensland is committed to developing India’s VET training capacity.
The Queensland VET teaching grant program also complements the Queensland India Friendship Scholarship Program announced by the Queensland Premier Anna Bligh during her visit to India in October 2010. The Queensland India Friendship Scholarship Program enables high-performing Indian university students from low socio-economic backgrounds to study at Queensland universities in Semester two, 2011.
Grant program responsibilities
Participating VET institutions will be responsible for:
- delivering the Certificate IV in Training and Assessment course in India before 30 September 2011. This includes arrangements for the venue, catering, participant registration, etc
- meeting the salary and other employee costs associated with their academic staff delivering training in India
- submitting a report of the outcomes of the training course and an account of how the funds were used.
QETI will be responsible for:
- assessing applications and notifying successful VET institutions
- providing grant funding of $6875 (GST inclusive) to each of the four participating VET institutions
- providing assistance for course delivery arrangements, where possible.

Applications will be assessed against the following criteria:
- institution’s business development strategy for India
- existing engagement and/or partnerships with Indian governments and education institutions
- demonstrated capacity to deliver Certificate IV in Training and Assessment and capability to deliver this program in India.
Timeframes and reporting milestones:
| 28 February 2011 | VET institutions to submit a grant program application to QETI. |
| 7 March 2011 | QETI to notify successful VET institutions and provide a participation agreement to them. Details of successful VET institutions will be published on the Study Queensland website. |
| 30 March 2011 | VET institutions to confirm their involvement in the grant program and return the signed participation agreement to QETI. |
| 31 May 2011 | Participating VET institutions to submit an invoice to QETI for payment of the grant funding ($6875 GST inclusive). Public VET providers also need to submit their travel approval with the invoice to QETI. |
| 30 September 2011 | Delivery of training in India to be completed. |
| 9 December 2011 | Participating VET institutions to provide QETI with a report describing the outcomes of the training course and an explanation of how the funds were used. |
